Issue triage at volume

Sorting a support queue is PM work nobody has time for. I raced a small model against Sonnet 5 on 1,895 open GitHub issues.

96.1% vs 94.0% match with maintainers' own labels. 13 seconds and $0.11, against 29 seconds and $18.36.
